Context of Isaiah 28:14
12to whom He has said: “This is the place of rest, let the weary rest; this is the place of repose.” But they would not listen. 13Then the word of the LORD to them will become: “Order on order, order on order, line on line, line on line; a little here, a little there,” so that they will go stumbling backward and will be injured, ensnared, and captured. Therefore hear the word of the LORD, O scoffers who rule this people in Jerusalem. 15For you said, “We have made a covenant with death; we have fashioned an agreement with Sheol. When the overwhelming scourge passes through it will not touch us, because we have made lies our refuge and falsehood our hiding place.” 16So this is what the Lord GOD says: “See, I lay a stone in Zion, a tested stone, a precious cornerstone, a sure foundation; the one who believes will never be shaken.

- Barnes’ Notes on the Bible · v. 14Wherefore - This verse commences a direct address to the scoffing and scornful nation, which is continued to the close of Isaiah 28:22. It is addressed particularly to the rulers in Jerusalem, as being the leaders in crime, and as being eminently deserving of the wrath of God. Ye scornful men - Ye who despise and reproach God and his message; who fancy yourselves to be secure, and mock at the threatened judgments of the Almighty.Read the comment
- Matthew Henry Concise Commentary · v. 5-15Verses 5-15 The prophet next turns to Judah, whom he calls the residue of his people. Happy are those alone, who glory in the Lord of hosts himself. Hence his people get wisdom and strength for every service and every conflict. But it is only in Christ Jesus that the holy God communicates with sinful man. And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah…Read the comment
