Context of Isaiah 28:14
12to whom he said, “This is the resting place, let the weary rest”; and, “This is the place of repose”— but they would not listen. 13So then, the word of the Lord to them will become: Do this, do that, a rule for this, a rule for that; a little here, a little there— so that as they go they will fall backward; they will be injured and snared and captured. Therefore hear the word of the Lord, you scoffers who rule this people in Jerusalem. 15You boast, “We have entered into a covenant with death, with the realm of the dead we have made an agreement. When an overwhelming scourge sweeps by, it cannot touch us, for we have made a lie our refuge and falsehood our hiding place.” 16So this is what the Sovereign Lord says: “See, I lay a stone in Zion, a tested stone, a precious cornerstone for a sure foundation; the one who relies on it will never be stricken with panic.

- Barnes’ Notes on the Bible · v. 14Wherefore - This verse commences a direct address to the scoffing and scornful nation, which is continued to the close of Isaiah 28:22. It is addressed particularly to the rulers in Jerusalem, as being the leaders in crime, and as being eminently deserving of the wrath of God. Ye scornful men - Ye who despise and reproach God and his message; who fancy yourselves to be secure, and mock at the threatened judgments of the Almighty.Read the comment

Hence his people get wisdom and strength for every service and every conflict. But it is only in Christ Jesus that the holy God communicates with sinful man. And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah…Read the comment
