Context of Exodus 12:49
47All the congregation of Israel shall keep it. 48And when a stranger shall sojourn with thee, and will keep the passover to Yhwh, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof. One law shall be to him that is homeborn, and unto the stranger that sojourneth among you. 50Thus did all the children of Israel; as Yhwh commanded Moses and Aaron, so did they. 51And it came to pass the selfsame day, that Yhwh did bring the children of Israel out of the land of Egypt by their armies.

- Adam Clarke Bible Commentary · v. 49One law shall be to him that is home-born, etc. - As this is the first place that the term תורה torah or Law occurs, a term of the greatest importance in Divine revelation, and on the proper understanding of which much depends, I judge it best to give its genuine explanation once for all. The word תורה torah comes from the root ירה yarah, which signifies to aim at, teach, point out, direct, lead, guide, make straight, or even; and from these…Read the comment
- Matthew Henry Concise Commentary · v. 43-51Verses 43-51 In times to come, all the congregation of Israel must keep the passover. All that share in God's mercies should join in thankful praises for them. The New Testament passover, the Lord's supper, ought not to be neglected by any. Strangers, if circumcised, might eat of the passover. Here is an early indication of favour to the gentiles. This taught the Jews that their being a nation favoured by God, entitled them to their privileges, not their…Read the comment
- Tyndale Open Study Notes · v. 43-50These extra instructions for celebrating Passover mainly refer to outsiders and foreigners (12:43; 12:48). The presence of non-Israelite groups in the community might have led to these rules (12:38). The main point was whether the person was willing to fully join Israel and obey the Lord by being circumcised.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 4949. One law shall be to him that is homeborn, and unto the stranger--This regulation displays the liberal spirit of the Hebrew institutions. Any foreigner might obtain admission to the privileges of the nation on complying with their sacred ordinances. In the Mosaic equally as in the Christian dispensation, privilege and duty were inseparably conjoined.Read the comment
