Context of Exodus 12:49
47All the Israelites must enjoy the feast together. 48There may be a foreign person who lives among you. He may want to join you to eat the Lord's Passover meal. But he must first be circumcised as well as all the men in his house. Then he can join with you and eat the Passover meal. He will be like a man who has been born in Israel. But no male person without circumcision can join the Passover feast. Both the people who were born as Israelites and the foreign people who live among you must obey this rule.’ 50All the Israelites did everything that the Lord had commanded Moses and Aaron. 51On that same day, the Lord brought the Israelites out of Egypt, in family groups, like an army.

- Adam Clarke Bible Commentary · v. 49One law shall be to him that is home-born, etc. - As this is the first place that the term תורה torah or Law occurs, a term of the greatest importance in Divine revelation, and on the proper understanding of which much depends, I judge it best to give its genuine explanation once for all. The word תורה torah comes from the root ירה yarah, which signifies to aim at, teach, point out, direct, lead, guide, make straight, or even; and from these…Read the comment
- Matthew Henry Concise Commentary · v. 43-51Verses 43-51 In times to come, all the congregation of Israel must keep the passover. All that share in God's mercies should join in thankful praises for them. The New Testament passover, the Lord's supper, ought not to be neglected by any. Strangers, if circumcised, might eat of the passover. Here is an early indication of favour to the gentiles. This taught the Jews that their being a nation favoured by God, entitled them to their privileges, not their…Read the comment
- Tyndale Open Study Notes · v. 43-50These extra instructions for celebrating Passover mainly refer to outsiders and foreigners (12:43; 12:48). The presence of non-Israelite groups in the community might have led to these rules (12:38). The main point was whether the person was willing to fully join Israel and obey the Lord by being circumcised.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 4949. One law shall be to him that is homeborn, and unto the stranger--This regulation displays the liberal spirit of the Hebrew institutions. Any foreigner might obtain admission to the privileges of the nation on complying with their sacred ordinances. In the Mosaic equally as in the Christian dispensation, privilege and duty were inseparably conjoined.Read the comment
