Context of Deuteronomy 32:8
6Do ye thus requite Yhwh, O foolish people and unwise? is not he thy father that hath bought thee? hath he not made thee, and established thee? 7Remember the days of old, consider the years of many generations: ask thy father, and he will shew thee; thy elders, and they will tell thee. When the most High divided to the nations their inheritance, when he separated the sons of Adam, he set the bounds of the people according to the number of the children of Israel. 9For Yhwh's portion is his people; Jacob is the lot of his inheritance. 10He found him in a desert land, and in the waste howling wilderness; he led him about, he instructed him, he kept him as the apple of his eye.

- Adam Clarke Bible Commentary · v. 8When the Most High divided to the nations, etc. - Deuteronomy 32:8; and Deuteronomy 32:9, says Dr. Kennicott, give us express authority for believing that the earth was very early divided in consequence of a Divine command, and probably by lot, (see Acts 17:26;); and as Africa is called the land of Ham, ( Psalm 78:51; Psalm 105:23, Psalm 105:27; Psalm 106:22;), probably that country fell to him and to his descendants, at the same time that Europe fell to…Read the comment

When the most High divided to the nations their inheritance--In the division of the earth, which Noah is believed to have made by divine direction (Ge 10:5; De 2:5-9; Ac 17:26, 27), Palestine was reserved by the wisdom and goodness of Heaven for the possession of His peculiar people and the display of the most stupendous wonders.
