Context of Deuteronomy 17:14
12And the man that will do presumptuously, and will not hearken unto the priest that standeth to minister there before Yhwh thy God, or unto the judge, even that man shall die: and thou shalt put away the evil from Israel. 13And all the people shall hear, and fear, and do no more presumptuously. When thou art come unto the land which Yhwh thy God giveth thee, and shalt possess it, and shalt dwell therein, and shalt say, I will set a king over me, like as all the nations that are about me; 15Thou shalt in any wise set him king over thee, whom Yhwh thy God shall choose: one from among thy brethren shalt thou set king over thee: thou mayest not set a stranger over thee, which is not thy brother. 16But he shall not multiply horses to himself, nor cause the people to return to Egypt, to the end that he should multiply horses: forasmuch as Yhwh hath said unto you, Ye shall henceforth return no more that way.

- Barnes’ Notes on the Bible · v. 14No encouragement is given to the desire, natural in an Oriental people, for monarchical government; but neither is such desire blamed, as appears from the fact that conditions are immediately laid down upon which it may be satisfied. - Matthew Henry Concise Commentary · v. 14-20Verses 14-20 God himself was in a particular manner Israel's King; and if they set another over them, it was necessary that he should choose the person. Accordingly, when the people desired a king, they applied to Samuel, a prophet of the Lord. In all cases, God's choice, if we can but know it, should direct, determine, and overrule ours. Laws are given for the prince that should be elected. He must carefully avoid every thing that would turn him from God…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 14-2014. When thou ... shalt say, I will set a king over me--In the following passage Moses prophetically announces a revolution which should occur at a later period in the national history of Israel. No sanction or recommendation was indicated; on the contrary, when the popular clamor had effected that constitutional change on the theocracy by the appointment of a king, the divine disapproval was expressed in the most unequivocal terms (1Sa 8:7).
