Context of Deuteronomy 17:14
12The person who pays no attention to the priest currently serving the Lord your God there, or to the verdict – that person must die, so that you may purge evil from Israel. 13Then all the people will hear and be afraid, and not be so presumptuous again. When you come to the land the Lord your God is giving you and take it over and live in it and then say, “I will select a king like all the nations surrounding me,” 15you must select without fail a king whom the Lord your God chooses. From among your fellow citizens you must appoint a king – you may not designate a foreigner who is not one of your fellow Israelites. 16Moreover, he must not accumulate horses for himself or allow the people to return to Egypt to do so, for the Lord has said you must never again return that way.

- Barnes’ Notes on the Bible · v. 14No encouragement is given to the desire, natural in an Oriental people, for monarchical government; but neither is such desire blamed, as appears from the fact that conditions are immediately laid down upon which it may be satisfied. - Matthew Henry Concise Commentary · v. 14-20Verses 14-20 God himself was in a particular manner Israel's King; and if they set another over them, it was necessary that he should choose the person. Accordingly, when the people desired a king, they applied to Samuel, a prophet of the Lord. In all cases, God's choice, if we can but know it, should direct, determine, and overrule ours. Laws are given for the prince that should be elected. He must carefully avoid every thing that would turn him from God…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 14-2014. When thou ... shalt say, I will set a king over me--In the following passage Moses prophetically announces a revolution which should occur at a later period in the national history of Israel. No sanction or recommendation was indicated; on the contrary, when the popular clamor had effected that constitutional change on the theocracy by the appointment of a king, the divine disapproval was expressed in the most unequivocal terms (1Sa 8:7).
