Context of Psalms 149:7
5Let the faithful rejoice that he honors them. Let them sing for joy as they lie on their beds. 6Let the praises of God be in their mouths, and a sharp sword in their hands— to execute vengeance on the nations and punishment on the peoples, 8to bind their kings with shackles and their leaders with iron chains, 9to execute the judgment written against them. This is the glorious privilege of his faithful ones. Praise the Lord!

- Barnes’ Notes on the Bible · v. 7To execute vengeance upon the heathen - To inflict punishment upon them as a recompence for their sins. The word pagan here means nations. The allusion is, doubtless, to those who had oppressed and injured the Hebrew people - perhaps referring to those who had destroyed the city and the temple at the time of the Babylonian captivity. They were now to receive the punishment due for the wrongs which they had done to the nation; a just recompence at the hand…Read the comment

Christ never intended his gospel should be spread by fire and sword, or his righteousness by the wrath of man. But let the high praises of God be…Read the comment
