Context of Numbers 32:12
10Then the Lord was very angry with them, and he vowed, 11‘Of all those I rescued from Egypt, no one who is twenty years old or older will ever see the land I swore to give to Abraham, Isaac, and Jacob, for they have not obeyed me wholeheartedly. The only exceptions are Caleb son of Jephunneh the Kenizzite and Joshua son of Nun, for they have wholeheartedly followed the Lord.’ 13“The Lord was angry with Israel and made them wander in the wilderness for forty years until the entire generation that sinned in the Lord’s sight had died. 14But here you are, a brood of sinners, doing exactly the same thing! You are making the Lord even angrier with Israel.

- Matthew Henry Concise Commentary · v. 6-15Verses 6-15 The proposal showed disregard to the land of Canaan, distrust of the Lord's promise, and unwillingness to encounter the difficulties and dangers of conquering and driving out the inhabitants of that land. - Tyndale Open Study Notes · v. 12Caleb is identified as a Kenizzite, a descendant of Esau (see Genesis 36:10–11). This suggests that Caleb was not born as an Israelite. He may have been a convert (someone who joined Israel’s faith). Even so, he became fully part of Israel’s life and worship. Later, Caleb represented the tribe of Judah when Moses sent out the twelve spies to explore the promised land (Numbers 13:6).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 6-196-19. Moses said unto the children of Gad and to the children of Reuben, Shall your brethren go to war, and shall ye sit here--Their language was ambiguous; and Moses, suspicious that this proposal was an act of unbelief, a scheme of self-policy and indolence to escape the perils of warfare and live in ease and safety, addressed to them a reproachful and passionate remonstrance. Whether they had really meditated such a withdrawal from all share in the war…Read the comment
