Context of Numbers 32:12
10So the anger of the Lord was kindled that day, and he swore, 11‘Because they have not followed me wholeheartedly, not one of the men twenty years old and upward who came from Egypt will see the land that I swore to give to Abraham, Isaac, and Jacob, except Caleb son of Jephunneh the Kenizzite, and Joshua son of Nun, for they followed the Lord wholeheartedly.’ 13So the Lord’s anger was kindled against the Israelites, and he made them wander in the wilderness for forty years, until all that generation that had done wickedly before the Lord was finished. 14Now look, you are standing in your fathers’ place, a brood of sinners, to increase still further the fierce wrath of the Lord against the Israelites.

- Matthew Henry Concise Commentary · v. 6-15Verses 6-15 The proposal showed disregard to the land of Canaan, distrust of the Lord's promise, and unwillingness to encounter the difficulties and dangers of conquering and driving out the inhabitants of that land. Moses is wroth with them. It will becomes any of God's Israel to sit down unconcerned about the difficult and perilous concerns of their brethren, whether public or personal. - Tyndale Open Study Notes · v. 12Caleb is identified as a Kenizzite, a descendant of Esau (see Genesis 36:10–11). This suggests that Caleb was not born as an Israelite. He may have been a convert (someone who joined Israel’s faith). Even so, he became fully part of Israel’s life and worship. Later, Caleb represented the tribe of Judah when Moses sent out the twelve spies to explore the promised land (Numbers 13:6).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 6-196-19. Moses said unto the children of Gad and to the children of Reuben, Shall your brethren go to war, and shall ye sit here--Their language was ambiguous; and Moses, suspicious that this proposal was an act of unbelief, a scheme of self-policy and indolence to escape the perils of warfare and live in ease and safety, addressed to them a reproachful and passionate remonstrance. Whether they had really meditated such a withdrawal from all share in the war…Read the comment
