Context of Joel 2:28
26Once again you will have all the food you want, and you will praise the Lord your God, who does these miracles for you. Never again will my people be disgraced. 27Then you will know that I am among my people Israel, that I am the Lord your God, and there is no other. Never again will my people be disgraced. “Then, after doing all those things, I will pour out my Spirit upon all people. Your sons and daughters will prophesy. Your old men will dream dreams, and your young men will see visions. 29In those days I will pour out my Spirit even on servants—men and women alike. 30And I will cause wonders in the heavens and on the earth— blood and fire and columns of smoke.

- Adam Clarke Bible Commentary · v. 28Shall come to pass afterward - כן אחרי acharey ken, "after this;" the same, says Kimchi, as in the latter days, which always refers to the days of the Messiah; and thus this prophecy is to be interpreted: and we have the testimony of St. Peter, Acts 2:17, that this prophecy relates to that mighty effusion of the Holy Spirit which took place after the day of pentecost. Nor is there any evidence that such an effusion took place, nor such effects were…Read the comment

- Matthew Henry Concise Commentary · v. 28-32Verses 28-32 The promise began to be fulfilled on the day of Pentecost, when the Holy Spirit was poured out, and it was continued in the converting grace and miraculous gifts conferred on both Jews and Gentiles. Calling on God supposes knowledge of him, faith in him, desire toward him, dependence on him, and, as evidence of the sincerity of all this…Read the comment

A time was coming when the Holy Spirit would be given to everyone among God’s people, regardless of gender, age, or social status. This fulfilled what Moses wanted, that every Israelite might be a…Read the comment
