Context of Joel 2:28
26You will have plenty to eat, until you are satisfied. You will praise the name of the LORD your God, who has worked wonders for you. My people will never again be put to shame. 27Then you will know that I am present in Israel and that I am the LORD your God, and there is no other. My people will never again be put to shame. And afterward, I will pour out My Spirit on all people. Your sons and daughters will prophesy, your old men will dream dreams, your young men will see visions. 29Even on My menservants and maidservants, I will pour out My Spirit in those days. 30I will show wonders in the heavens and on the earth, blood and fire and columns of smoke.

- Adam Clarke Bible Commentary · v. 28Shall come to pass afterward - כן אחרי acharey ken, "after this;" the same, says Kimchi, as in the latter days, which always refers to the days of the Messiah; and thus this prophecy is to be interpreted: and we have the testimony of St. Peter, Acts 2:17, that this prophecy relates to that mighty effusion of the Holy Spirit which took place after the day of pentecost. Nor is there any evidence that such an effusion took place, nor such effects were…Read the comment

- Matthew Henry Concise Commentary · v. 28-32Verses 28-32 The promise began to be fulfilled on the day of Pentecost, when the Holy Spirit was poured out, and it was continued in the converting grace and miraculous gifts conferred on both Jews and Gentiles. A time was coming when the Holy Spirit would be given to everyone among God’s people, regardless of gender, age, or social status. This fulfilled what Moses wanted, that every Israelite might be a…Read the comment
