Context of Isaiah 30:23
21Your own ears will hear him. Right behind you a voice will say, “This is the way you should go,” whether to the right or to the left. 22Then you will destroy all your silver idols and your precious gold images. You will throw them out like filthy rags, saying to them, “Good riddance!” Then the Lord will bless you with rain at planting time. There will be wonderful harvests and plenty of pastureland for your livestock. 24The oxen and donkeys that till the ground will eat good grain, its chaff blown away by the wind. 25In that day, when your enemies are slaughtered and the towers fall, there will be streams of water flowing down every mountain and hill.

- Barnes’ Notes on the Bible · v. 23Then shall he give the rain of thy seed - That is, he shall send rain on the seed which is sown. You will be allowed to cultivate the soil without molestation, and God will give you fruitful seasons and abundant harvests. This is a poetic description of a happy or golden age, when there would be peace and prosperity (compare the notes at Isaiah 11:6-7). - Matthew Henry Concise Commentary · v. 19-26Verses 19-26 God's people will soon arrive at the Zion above, and then they will weep no more for ever. Even now they would have more comfort, as well as holiness, if they were more constant in prayer. A famine of bread is not so great a judgment as a famine of the word of God. There are right-hand and left-hand errors; the tempter is busy courting us into by-paths. It is happy if, by the counsels of a faithful minister or friend, or the checks of…Read the comment
