Context of Hosea 11:7
5“But since my people refuse to return to me, they will return to Egypt and will be forced to serve Assyria. 6War will swirl through their cities; their enemies will crash through their gates. They will destroy them, trapping them in their own evil plans. For my people are determined to desert me. They call me the Most High, but they don’t truly honor me. 8“Oh, how can I give you up, Israel? How can I let you go? How can I destroy you like Admah or demolish you like Zeboiim? My heart is torn within me, and my compassion overflows. 9No, I will not unleash my fierce anger. I will not completely destroy Israel, for I am God and not a mere mortal. I am the Holy One living among you, and I will not come to destroy.

- Barnes’ Notes on the Bible · v. 7And My people are bent to backsliding from Me - Literally, “are hung to it!” as we say, “a man‘s whole being “hangs” on a thing.” A thing “hung to” or “on” another, sways to and fro within certain limits, but its relation to that on which it is hung, remains immovable. Its power of motion is restrained within those limits. So Israel, so the sinner, however he veer to and fro in the details and circumstances of his sin, is fixed and immovable in his…Read the comment

Though they (the prophets) called them (the Israelites) to the Most High (from their idols), "none would exalt (that is, extol or honor) Him." To exalt God, they must cease to be "bent on backsliding," and must lift themselves upwards.Read the comment
