Context of Hosea 11:7
5Israel will not return to the land of Egypt and Assyria will be his king, because they refused to repent. 6A sword will whirl through his cities; it will destroy and devour the bars of his gates, because of their schemes. My people are bent on turning from me. Though they call to him on high, he will not exalt them at all. 8How can I give you up, Ephraim? How can I surrender you, Israel? How can I make you like Admah? How can I treat you like Zeboiim? I have had a change of heart; my compassion is stirred! 9I will not vent the full fury of my anger; I will not turn back to destroy Ephraim. For I am God and not man, the Holy One among you; I will not come in rage.

- Barnes’ Notes on the Bible · v. 7And My people are bent to backsliding from Me - Literally, “are hung to it!” as we say, “a man‘s whole being “hangs” on a thing.” A thing “hung to” or “on” another, sways to and fro within certain limits, but its relation to that on which it is hung, remains immovable. Its power of motion is restrained within those limits. So Israel, so the sinner, however he veer to and fro in the details and circumstances of his sin, is fixed and immovable in his…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 77. bent to backsliding--Not only do they backslide, and that too from Me, their "chief good," but they are bent upon it. Though they (the prophets) called them (the Israelites) to the Most High (from their idols), "none would exalt (that is, extol or honor) Him." To exalt God, they must cease to be "bent on backsliding," and must lift themselves upwards.Read the comment
