Context of Psalms 33:19
17A horse is a vain hope for safety; Neither shall it deliver any by its great strength. 18Behold, the eye of the Lord is on those who fear Him, On those who hope in His mercy, To deliver their soul from death, And to keep them alive in famine. 20Our soul waits for the Lord; He is our help and our shield. 21For our heart shall rejoice in Him, Because we have trusted in His holy name.

All the powers of the creature depend upon him, and are of no account, of no avail at all, without him. If we make God's favour sure towards us, then we need not fear whatever is against us.
