Context of Zechariah 4:8
6Therefore he told me, “These signify the word of the Lord to Zerubbabel: ‘Not by strength and not by power, but by my Spirit,’ says the Lord who rules over all.” 7“What are you, you great mountain? Because of Zerubbabel you will become a level plain! And he will bring forth the temple capstone with shoutings of ‘Grace! Grace!’ because of this.” Moreover, the word of the Lord came to me as follows: 9“The hands of Zerubbabel have laid the foundations of this temple, and his hands will complete it.” Then you will know that the Lord who rules over all has sent me to you. 10For who dares make light of small beginnings? These seven eyes will joyfully look on the tin tablet in Zerubbabel’s hand. (These are the eyes of the Lord, which constantly range across the whole earth.)

- Matthew Henry Concise Commentary · v. 8-10Verses 8-10 The exact fulfilment of Scripture prophecies is a convincing proof of their Divine original. Though the instruments be weak and unlikely, yet God often chooses such, to bring about great things by them. Let not the dawning light be despised; it will shine more and more to the perfect day. Those who despaired of finishing the work, shall rejoice when they see Zerubbabel giving directions what to do, and taking care that the work be done. It is…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-141. waked me--The prophet was lying in a state of ecstatic slumber with astonishment at the previous vision. "Came again, and waked me," does not imply that the angel had departed and now returned, but is an idiom for "waked me again."Read the comment
