Context of Numbers 27:20
18So the Lord said to Moses, “Take Joshua son of Nun, a man in whom is the spirit of leadership, and lay your hand on him. 19Have him stand before Eleazar the priest and the entire assembly and commission him in their presence. Give him some of your authority so the whole Israelite community will obey him. 21He is to stand before Eleazar the priest, who will obtain decisions for him by inquiring of the Urim before the Lord. At his command he and the entire community of the Israelites will go out, and at his command they will come in.” 22Moses did as the Lord commanded him. He took Joshua and had him stand before Eleazar the priest and the whole assembly.

- Tyndale Open Study Notes · v. 20-21Joshua received only part of the authority Moses had. Moses had spoken with God face to face (12:6–8; Deuteronomy 34:10–12). Joshua did not have that same direct access to God’s revelation. Instead, Joshua had to seek guidance through Eleazar the priest on important matters (Numbers 27:21; compare Exodus 28:30; Leviticus 8:8). Eleazar used the priestly means of seeking God’s will.
