Context of Numbers 27:20
18The Lord replied to Moses, ‘Choose Joshua, the son of Nun. My Spirit is in him to help him lead well. Put your hand on him to take your place as leader. 19He must stand in front of Eleazar the priest and in front of all the Israelites. Let all the people see that he is the new leader that I have chosen. Tell the people that they must obey him, because he now has your authority. 21Eleazar the priest will use the Urim to find out from me what Joshua should do. Then Joshua can tell the people when to go out to fight, and he can lead them safely back again. He will tell all the Israelite people what they must do.’ 22Moses did as the Lord told him. He brought Joshua to stand in front of Eleazar the priest and all the people.

- Matthew Henry Concise Commentary · v. 15-23Verses 15-23 Envious spirits do not love their successors; but Moses was not one of these. We should concern ourselves, both in our prayers and in our endeavours, for the rising generation, that religion may be maintained and advanced, when we are in our graves. - Tyndale Open Study Notes · v. 20-21Joshua received only part of the authority Moses had. Moses had spoken with God face to face (12:6–8; Deuteronomy 34:10–12). Instead, Joshua had to seek guidance through Eleazar the priest on important matters (Numbers 27:21; compare Exodus 28:30; Leviticus 8:8). Eleazar used the priestly means of seeking God’s will.
