Context of Joshua 21:42
40The total number of towns allotted to the Merarite clans, who were the rest of the Levites, came to twelve. 41The towns of the Levites in the territory held by the Israelites were forty-eight in all, together with their pasturelands. Each of these towns had pasturelands surrounding it; this was true for all these towns. 43So the Lord gave Israel all the land he had sworn to give their ancestors, and they took possession of it and settled there. 44The Lord gave them rest on every side, just as he had sworn to their ancestors. Not one of their enemies withstood them; the Lord gave all their enemies into their hands.

The latter statement, which has the authority of the Septuagint only, is a Jewish legend of early date.Read the comment
- Matthew Henry Concise Commentary · v. 9-42Verses 9-42 By mixing the Levites with the other tribes, they were made to see that the eyes of all Israel were upon them, and therefore it was their concern to walk so that their ministry might not be blamed. Every tribe had its share of Levites' cities. Thus did God graciously provide for keeping up religion among them, and that they might have the word in all parts of the land. Yet, blessed be God, we have the gospel more diffused amongst us. (Jos…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-429-40. they gave ... these cities which are here mentioned by name--It was overruled by the unerring providence of the Divine Lawgiver that the cities of the priests lay within the territories of Judah and Benjamin. This was a provision, the admirable wisdom and propriety of which were fully manifested on the schism that took place in the reign of Rehoboam.Read the comment
