Context of Joshua 21:42
40In all, twelve cities were allotted to the clans of Merari, the remaining Levite clans. 41For the Levites, then, there were forty-eight cities in all, together with their pasturelands, within the territory of the Israelites. Each of these cities had its own surrounding pasturelands; this was true for all the cities. 43Thus the LORD gave Israel all the land He had sworn to give their fathers, and they took possession of it and settled in it. 44And the LORD gave them rest on every side, just as He had sworn to their fathers. None of their enemies could stand against them, for the LORD delivered all their enemies into their hand.

The latter statement, which has the authority of the Septuagint only, is a Jewish legend of early date.Read the comment
- Matthew Henry Concise Commentary · v. 9-42Verses 9-42 By mixing the Levites with the other tribes, they were made to see that the eyes of all Israel were upon them, and therefore it was their concern to walk so that their ministry might not be blamed. Every tribe had its share of Levites' cities. Thus did God graciously provide for keeping up religion among them, and that they might have the word in all parts of the land. Yet, blessed be God, we have the gospel more diffused amongst us. (Jos…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-429-40. they gave ... these cities which are here mentioned by name--It was overruled by the unerring providence of the Divine Lawgiver that the cities of the priests lay within the territories of Judah and Benjamin. This was a provision, the admirable wisdom and propriety of which were fully manifested on the schism that took place in the reign of Rehoboam.Read the comment
