Context of Joshua 21:42
40So the clans of Merari received 12 towns. That was all the Levite clans. 41The Levites received 48 towns in the land of the Israelite people. Each of these towns had its own fields round it, for animals to eat the grass. 43That is how the Lord gave the land to all the Israelite people. He had promised their ancestors that he would give the land to them. They took it from the people who had lived there, and then they lived there themselves. 44The Lord let them live there safely, as he had promised to their ancestors. The Lord made them stronger than their enemies, so nobody could attack them.

The latter statement, which has the authority of the Septuagint only, is a Jewish legend of early date.Read the comment
- Matthew Henry Concise Commentary · v. 9-42Verses 9-42 By mixing the Levites with the other tribes, they were made to see that the eyes of all Israel were upon them, and therefore it was their concern to walk so that their ministry might not be blamed. Every tribe had its share of Levites' cities. Thus did God graciously provide for keeping up religion among them, and that they might have the word in all parts of the land. Yet, blessed be God, we have the gospel more diffused amongst us. (Jos…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-429-40. they gave ... these cities which are here mentioned by name--It was overruled by the unerring providence of the Divine Lawgiver that the cities of the priests lay within the territories of Judah and Benjamin. This was a provision, the admirable wisdom and propriety of which were fully manifested on the schism that took place in the reign of Rehoboam.Read the comment
