Context of Exodus 36:3
1So Bezalel and Oholiab and every skilled person in whom the Lord has put skill and ability to know how to do all the work for the service of the sanctuary are to do the work according to all that the Lord has commanded.” 2Moses summoned Bezalel and Oholiab and every skilled person in whom the Lord had put skill – everyone whose heart stirred him to volunteer to do the work, and they received from Moses all the offerings the Israelites had brought to do the work for the service of the sanctuary, and they still continued to bring him a freewill offering each morning. 4So all the skilled people who were doing all the work on the sanctuary came from the work they were doing 5and told Moses, “The people are bringing much more than is needed for the completion of the work which the Lord commanded us to do!”

- Tyndale Open Study Notes · v. 1-7At the creation of the gold calf, Aaron asked only for earrings (see study note on 32:2–4). Here, Moses invites the people to bring various gifts (35:4–9). They gave as their hearts and spirits inspired them (35:21). Everyone could contribute something and the giving was voluntary. So, the people ended up giving too much and Moses had to stop them (36:4–7).Read the comment
