Context of Numbers 31:8
6Then Moses sent them off to war, 1,000 men from each tribe along with Phinehas, son of the priest Eleazar. Phinehas took with him the holy articles and the trumpets for the fanfare. 7They went to war against Midian, as the Lord commanded Moses, and killed every man. Among those killed were the five kings of Midian—Evi, Rekem, Zur, Hur, and Reba. They also killed Balaam, son of Beor, in battle. 9The Israelites took the Midianite women and children as prisoners of war. They also took all their animals, their livestock, and their valuables as loot. 10They burned all the cities where the Midianites lived and all their settlements.

- Barnes’ Notes on the Bible · v. 8And they slew were slain - Render: And the kings of Midian they put to death, beside those that fell in the battle; namely, etc. From which it would seem that beside these five, put to death after the battle, there were other Midianite kings who perished fighting. The Midianites' wicked wiles were Balaam's projects: it was just that he should perish with them, Ho 4:5. They took the women and children captives. They burnt their…Read the comment
