Context of Micah 7:16
14With your shepherd’s staff, take care of your people, the sheep that belong to you. They live alone in the woods, in fertile pastures. Let them feed in Bashan and Gilead like before. 15Let us see miracles like the time you came out of Egypt. Nations will see this and be ashamed in spite of all their strength. They will put their hands over their mouths. Their ears will become deaf. 17They will lick dust like snakes, like animals that crawl on the ground. They will come out of their hiding places trembling. They will turn away from your presence in fear, O Lord our God. They will be afraid of you. 18Who is a God like you? You forgive sin and overlook the rebellion of your faithful people. You will not be angry forever, because you would rather show mercy.

- Adam Clarke Bible Commentary · v. 16The nations shall see and be confounded - Whether the words in these verses ( Micah 7:15-17;) be applied to the return from the Babylonish captivity, or to the prosperity of the Jews under the Maccabees, they may be understood as ultimately applicable to the final restoration of this people, and their lasting prosperity under the Gospel.Read the comment
- Barnes’ Notes on the Bible · v. 16The nations shall see - God had answered, what He would give to His own people, to see. Micah takes up the word, and says, what effect this sight should have upon the enemies of God and of His people. The world should still continue to be divided between the people of God and their adversaries. Those who are converted pass from the one to the other; but the contrast remains. Assyria, Babylon, Egypt, pass away or become subject to other powers; but the…Read the comment
- Matthew Henry Concise Commentary · v. 14-20Verses 14-20 When God is about to deliver his people, he stirs up their friends to pray for them. Apply spiritually the prophet's prayer to Christ, to take care of his church, as the great Shepherd of the sheep, and to go before them, while they are here in this world as in a wood, in this world but not of it. God promises in answer to this prayer, he will do that for them which shall be repeating the miracles of former ages. As their sin brought them…Read the comment
