Context of Matthew 2:17
15He stayed there until Herod died. What the Lord had spoken through the prophet came true: “I have called my son out of Egypt.” 16When Herod saw that the wise men had tricked him, he became furious. He sent soldiers to kill all the boys two years old and younger in or near Bethlehem. This matched the exact time he had learned from the wise men. Then the words spoken through the prophet Jeremiah came true: 18“A sound was heard in Ramah, the sound of crying in bitter grief. Rachel was crying for her children. She refused to be comforted because they were dead.” 19After Herod was dead, an angel of the Lord appeared in a dream to Joseph in Egypt.

- Barnes’ Notes on the Bible · v. 17Then was fulfilled - The word “fulfilled,” here. is used evidently in the sense that the words in Jeremiah aptly express the event which Matthew was recording. Compare the notes at Matthew 1:22. That which was spoken by Jeremy the prophet - Jeremiah. This quotation is taken from Jeremiah 31:15. The original design of the prophecy was to describe the sorrowful departure of the people of Israel into captivity after the conquest of Jerusalem by Nebuzaradan…Read the comment
- Matthew Henry Concise Commentary · v. 16-18Verses 16-18 Herod killed all the male children, not only in Bethlehem, but in all the villages of that city. Unbridled wrath, armed with an unlawful power, often carries men to absurd cruelties. It was no unrighteous thing with God to permit this; every life is forfeited to his justice as soon as it begins. The diseases and deaths of little children are proofs of original sin. But the murder of these infants was their martyrdom. How early did persecution…Read the comment
- Tyndale Open Study Notes · v. 1-23This story shows how certain parts of the life of Jesus fulfilled Old Testament prophecies. This includes: his family history and birth (chapter 1), and the places he lived as a child (chapter 2). The story also shows how efforts to stop the plan of God do not work (2:1–15; see also 27:62–66).Read the comment
