7Then Moses called for Joshua and said to him in the presence of all Israel, “Be strong and courageous. You will go with these people into the land that the Lord will give them, as he swore to their ancestors. You will help them take possession of the land. 8The Lord is the one who is going ahead of you. He will be with you. He won’t abandon you or leave you. So don’t be afraid or terrified.” Moses wrote down these teachings and gave them to the Levitical priests who carried the ark of the Lord’s promise and to all the leaders of Israel. 10Then Moses commanded them, “At the end of every seventh year you must cancel debts. At that time, during the Festival of Booths, 11all the Israelites will come into the presence of the Lord your God at the place he will choose. Read these teachings so that they can hear them.

Commentaries on Deuteronomy 31:9
- Adam Clarke Bible Commentary · v. 9Moses wrote this law - Not the whole Pentateuch, but either the discourses and precepts mentioned in the preceding chapters, or the book of Deuteronomy, which is most likely. Some of the rabbins have pretended that Moses wrote thirteen copies of the whole Pentateuch; that he gave one to each of the twelve tribes, and the thirteenth was laid up by the ark. This opinion deserves little credit. Some think that he wrote two copies, one of which he gave to the…Read the comment
- Matthew Henry Concise Commentary · v. 9-13Verses 9-13 Though we read the word in private, we must not think it needless to hear it read in public. This solemn reading of the law must be done in the year of release. The year of release was typical of gospel grace, which is called the acceptable year of the Lord; for our pardon and liberty by Christ, engage us to keep his commandments. It must be read to all Israel, men, women, children, and to the strangers. It is the will of God that all people…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-139-13. And Moses wrote this law, and delivered it unto the priests--The law thus committed to writing was either the whole book of Deuteronomy, or the important part of it contained between the twenty-seventh and thirtieth chapters. It was usual in cases of public or private contract for two copies of the engagement to be made--one to be deposited in the national archives or some secure place for reference, should occasion require. The other was to remain…Read the comment
