Context of Deuteronomy 31:9
7And Moses called to Joshua, and said to him in the sight of all Israel, Be strong and courageous, for thou must go with this people into the land which Jehovah hath sworn unto their fathers to give them; and thou shalt cause them to inherit it. 8And Jehovah, he it is that goeth before thee: he will be with thee; he will not leave thee, nor forsake thee; fear not, neither be dismayed. And Moses wrote this law, and delivered it to the priests, the sons of Levi, who bore the ark of the covenant of Jehovah, and to all the elders of Israel. 10And Moses commanded them, saying, At the end of every seven years, at the set time of the year of release, at the feast of tabernacles, 11when all Israel cometh to appear before Jehovah thy God in the place which he will choose, thou shalt read this law before all Israel in their ears.

Commentaries on Deuteronomy 31:9
- Adam Clarke Bible Commentary · v. 9Moses wrote this law - Not the whole Pentateuch, but either the discourses and precepts mentioned in the preceding chapters, or the book of Deuteronomy, which is most likely. Some of the rabbins have pretended that Moses wrote thirteen copies of the whole Pentateuch; that he gave one to each of the twelve tribes, and the thirteenth was laid up by the ark. This opinion deserves little credit. Some think that he wrote two copies, one of which he gave to the…Read the comment
- Matthew Henry Concise Commentary · v. 9-13Verses 9-13 Though we read the word in private, we must not think it needless to hear it read in public. This solemn reading of the law must be done in the year of release. The year of release was typical of gospel grace, which is called the acceptable year of the Lord; for our pardon and liberty by Christ, engage us to keep his commandments. It must be read to all Israel, men, women, children, and to the strangers. It is the will of God that all people…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 9-139-13. And Moses wrote this law, and delivered it unto the priests--The law thus committed to writing was either the whole book of Deuteronomy, or the important part of it contained between the twenty-seventh and thirtieth chapters. It was usual in cases of public or private contract for two copies of the engagement to be made--one to be deposited in the national archives or some secure place for reference, should occasion require. The other was to remain…Read the comment
