Context of Psalms 103:18
16for the wind passes over it, and it is gone, and its place knows it no more. 17But the steadfast love of the Lord is from everlasting to everlasting on those who fear him, and his righteousness to children's children, to those who keep his covenant and remember to do his commandments. 19The Lord has established his throne in the heavens, and his kingdom rules over all. 20Bless the Lord, O you his angels, you mighty ones who do his word, obeying the voice of his word!

- Barnes’ Notes on the Bible · v. 18To such as keep his covenant - To such as adhere to the arrangements of his covenant, or who are faithful on their part. - Matthew Henry Concise Commentary · v. 15-18Verses 15-18 How short is man's life, and uncertain! The flower of the garden is commonly more choice, and will last the longer, for being sheltered by the garden-wall, and the gardener's care; but the flower of the field, to which life is here compared, is not only withering in itself, but exposed to the cold blasts, and liable to be cropt and trod on by the beasts of the field.
