Context of Zechariah 1:14
12Then the angel of the Lord said, ‘Lord Almighty, how long will you be angry with Jerusalem? How long will you be angry with the cities of Judah? You have already been angry for 70 years.’ 13And the Lord answered the angel with kind words. The angel said to me, ‘Tell this to the people. This is what the Lord Almighty says: “I love Jerusalem. Jerusalem is mine. 15I am very angry with the countries that are safe and without danger. Those countries were too cruel to my people, when I was only a little angry with Jerusalem.” 16So this is what the Lord says: “I will return to Jerusalem to be kind to the people there. I will build my house again”, says the Lord Almighty, “and I will build the city again.” ’

- Barnes’ Notes on the Bible · v. 14Cry thou - The vision was not for the prophet alone. What he saw and heard, that he was to proclaim to others. The vision, which he now saw alone, was to be the basis and substance of his subsequent preaching Jonah 1:2; Isaiah 40:2, Isaiah 40:6, whereby he was to encourage his people to persevere. Though the church was in a low condition, Christ was present in the midst, ready to appear for the relief of his people. Behind him were angels ready to be employed by him, some in acts of judgment, others of mercy, others in mixed events…Read the comment

Jerusalem represents the areas ruled by Judean kings, and Mount Zion was where the Lord's temple stood.Read the comment
