Context of Luke 19:2
1Jesus went into Jericho and he was walking through the city. There was a man there called Zacchaeus. He was a leader of the men who took taxes from people. He had become very rich. 3He was trying to see who Jesus was. There was a big crowd there and he was a small man. So he could not see Jesus. 4He ran on in front of the crowd and he climbed up a tree. He could see Jesus more easily from the tree, because Jesus would walk along that way.

- Barnes’ Notes on the Bible · v. 2A man named Zacchaeus - The name Zacchaeus is Hebrew, and shows that this man was a “Jew.” The Hebrew name properly means “pure,” and is the same as Zacchai in Ezra 2:9; Nehemiah 7:14. The publicans, therefore, were not all foreigners. Chief among the publicans - Who presided over other tax-gatherers, or who “received” their collections and transmitted them to the Roman government. He was rich - Though this class of people was despised and often infamous…Read the comment
- Tyndale Open Study Notes · v. 2A chief tax collector paid the Roman government for the right to collect taxes in a certain region. He then supervised other tax collectors and received money from the taxes they collected. This system allowed Zacchaeus to become very rich. As a result, chief tax collectors were hated even more than the tax collectors under them (see study note on 3:12).Read the comment
