Context of Leviticus 26:16
14God will be angry if the people do not listen to him. He will be angry if they do not obey his rules. 15The people may not respect or obey God's rules. So they will not be doing what they promised to him. So God will send diseases to the people. They will be afraid. The people will have diseases in their eyes. They will get thin and they will die. They will plant their seed and their enemies will eat the fruit. 17God will fight against you. Your enemies will win the war. They will become your rulers. Your soldiers will run away even when nobody is running after them. 18The people may not obey God even after this. If they do not, God will punish them seven times more strongly.

- Adam Clarke Bible Commentary · v. 16I will even appoint over you terror, etc. - How dreadful is this curse! A whole train of evils are here personified and appointed to be the governors of a disobedient people. Terror is to be one of their keepers. How awful a state! to be continually under the influence of dismay, feeling indescribable evils, and fearing worse! Consumption, שחפת shachepheth, generally allowed to be some kind of atrophy or marasmus, by which the flesh was consumed, and the…Read the comment

If they will not learn obedience by the things they suffer…Read the comment

This gives Israel a chance to repent at any time (Leviticus 26:18–28). Even when Israel faced exile from the land in 722 and 586 BC, God was working to restore them (see, for example, Isaiah 40–66; Jeremiah…Read the comment
