Context of Leviticus 26:16
14‘But if you do not obey Me and do not [obediently] do all these commandments, 15if, instead, you reject My statutes, and if your soul rejects My ordinances, so that you will not [obediently] do all My commandments, and in this way break My covenant, I, in turn, will do this to you: I will appoint over you sudden terror, consumption, and fever that will waste away the eyes and cause the soul to languish also. And you will sow your seed uselessly, for your enemies will eat what you plant. 17I will set My face against you so that you will be struck down before your enemies; those who hate you will rule over you, and you will flee when no one is pursuing you. 18If in spite of all this you still will not listen to Me and be obedient, then I will punish you seven times more for your sins.

- Adam Clarke Bible Commentary · v. 16I will even appoint over you terror, etc. - How dreadful is this curse! A whole train of evils are here personified and appointed to be the governors of a disobedient people. Terror is to be one of their keepers. How awful a state! to be continually under the influence of dismay, feeling indescribable evils, and fearing worse! Consumption, שחפת shachepheth, generally allowed to be some kind of atrophy or marasmus, by which the flesh was consumed, and the…Read the comment

If they will not learn obedience by the things they suffer…Read the comment

This gives Israel a chance to repent at any time (Leviticus 26:18–28). Even when Israel faced exile from the land in 722 and 586 BC, God was working to restore them (see, for example, Isaiah 40–66; Jeremiah…Read the comment
