Context of Job 37:7
5When God's voice speaks, he causes wonderful things to happen. He does great things that we cannot understand. 6He tells the snow to fall to the earth. He tells the rain to pour down and make the ground wet. He does that to show people what he can do. He causes everyone to stop their own work. 8The wild animals have to hide in a safe place. They have to stay in their homes. 9The strong wind of a storm comes from the place where it starts. Cold winds blow strongly from the north.

Commentaries on Job 37:7
- Adam Clarke Bible Commentary · v. 7He sealeth up the hand of every man - After all that has been said, and much of it most learnedly, on this verse, I think that the act of freezing is probably intended; that when the earth is bound up by intense frost, the hand, יד yad, labor, of every man is sealed up; he can do no more labor in the field, till the south wind blow, by which a thaw takes place. While the earth is in this state of rigidity, the beasts go into their dens, and remain in…Read the comment
- Barnes’ Notes on the Bible · v. 7He sealeth up the hand of every man - That is, in the winter, when the snow is on the ground, when the streams are frozen, and when the labors of the husbandman cease. The idea of “sealing up the hand” is derived from the common purpose of a seal, to make fast, to close up, to secure (compare Job 9:7, note; Job 33:16, note), and the sense is, that the hands can no more be used in ordinary toil. Every man in the snow and rain of winter is prevented from…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 77. In winter God stops man's out-of-doors activity. sealeth--closeth up (Job 9:7). Man's "hands" are then tied up. his work--in antithesis to man's own work ("hand") which at other times engages men so as to make them liable to forget their dependence on God. Umbreit more literally translates, That all men whom He has made (literally, "of His making") may be brought to acknowledgment."Read the comment
