Context of Isaiah 26:11
9During the night, I think about you a lot. When morning arrives, I want to be near to you in my spirit. When you come to judge people on the earth, then people will understand your justice. 10If you are kind to wicked people, they will never learn to do what is right. They continue to do wrong things, even in a land where people are honest. They do not see that you are great, Lord. Lord, you are ready to punish them, but they do not realize that. Make them see that you love your own people. Then they will become ashamed. In your anger, punish them with fire, as your enemies deserve. 12Lord, you will give us peace. Everything that we have done, you have done on our behalf. 13Lord, our God, other lords have ruled over us. But you are the only one that we worship.

- Barnes’ Notes on the Bible · v. 11Lord, when thy hand is lifted up - This is an explanation of the sentiment expressed in the former verse. The lifting up of the hand here refers, doubtless, to the manifestations of the majesty and goodness of the Lord. They will not see - They are blind to all the exhibitions of power, mercy, and goodness. But they shall see - They shall yet be brought to recognize thy hand. They shall see thy favor toward thy children, and thy judgment on thy foes. The…Read the comment

And it is their happiness that God makes their way plain and easy.
