Context of Job 37:16
14Listen carefully to what I am telling you, Job. Stop and think about the wonderful things that God does. 15Do you know how God commands the storms? Do you know how he sends the bright lightning from the clouds? Can you explain how the clouds hang in the sky? God knows everything perfectly and he does these wonderful things. 17When the hot wind blows from the south, nothing moves on the earth. Your body is too hot in the clothes that you wear. 18God puts the clouds across the whole sky, like a metal mirror that shines brightly. Can you also do that? No!

Art thou so well acquainted with the nature of evaporation, and the gravity of the air at different heights, to support different weights of aqueous vapor, so as to keep them floating for a certain portion of time, and then let them down to water the earth; dost thou know these things so as to determine the laws by which they are regulated? - Barnes’ Notes on the Bible · v. 16Dost thou know the balancings of the clouds? - That is, Dost thou know how the clouds are poised and suspended in the air? Elihu asks what kept them there; what prevented their falling to the earth; what preserved the equilibrium so that they did not all roll…Read the comment

Hebrew, "Hast thou understanding of the balancings," &c., how the clouds are poised in the air, so that their watery gravity does not bring them to the earth?
