11I have stopped the rain, so that your fields and the hills have become dry. Your crops will not grow. There will be no grapes to make wine. You will not have olives to make oil. Nothing will grow in the ground. Your animals will not become fat. People and animals will all hurt. For all your work, you will get nothing.’

Context of Haggai 1:11
9You thought that you would get a lot of food from the crops that grow in your fields. But only a few plants grew. When you brought your food home, it quickly disappeared. I blew it away! Why do you think all this happened? It happened because my temple is still a heap of stones. At the same time, you all work hard to build your own houses. I, the Almighty Lord, am telling you this! 10That is why there has been no rain on your fields. That is why your plants do not grow well. I have stopped the rain, so that your fields and the hills have become dry. Your crops will not grow. There will be no grapes to make wine. You will not have olives to make oil. Nothing will grow in the ground. Your animals will not become fat. People and animals will all hurt. For all your work, you will get nothing.’ 12Zerubbabel and Joshua, the leader of the priests, as well as all the people obeyed the Lord, their God. They were the people that the Lord had brought back to Jerusalem from Babylon. When they heard the message that Haggai spoke to them, they agreed that it was a message from the Lord. As a result, they respected the Lord and they decided to obey him. 13Haggai, the Lord's prophet, then spoke this message from the Lord: ‘The Lord says, “I am with you.” ’

Commentaries on Haggai 1:11
- Barnes’ Notes on the Bible · v. 11And I called for a drought upon the land - God called to the people and they would not hear. It is His ever-repeated complaint to them. “I called unto you, and ye would not hear.” He called to His inanimate creatures to punish them, and “they” obeyed. So Elisha tells the woman, whose son he had restored to life, 2 Kings 8:1. “The Lord hath called to the famine, and it shall also come to the land seven years.” And upon men, - in that the drought was…Read the comment
- Tyndale Open Study Notes · v. 11I have summoned a drought: The people did not see their situation as a divine judgment on their wrong priorities. Haggai explained it using the curses linked to the covenant (Deuteronomy 28:15–68, especially verses 22–24, 38–40). Drought (Hebrew khoreb) is a wordplay on “ruins” (Haggai 1:4, 9; Hebrew khareb). Judah’s experiences matched the state of the Lord’s temple they had neglected.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1111. I called--what the "heaven" and "earth," the second causes, were said to do (Hag 1:10), being the visible instruments, Jehovah, in this verse, the invisible first cause, declares to be His doing. He "calls for" famine, &c., as instruments of His wrath (2Ki 8:1; Psa 105:16). The contrast is striking between the prompt obedience of these material agencies, and the slothful disobedience of living men, His people. drought--Hebrew, Choreb, like in sound to…Read the comment
