Context of Ezekiel 17:22
20I will throw a net over him and I will catch him in my trap. I will take him to Babylon and I will judge him there. I will punish him because he was not faithful to me. 21All the brave soldiers in his army will die in the battle. The soldiers who escape will run away in all directions. Then you will know that I, the Lord, have spoken this message. The Almighty Lord says this: I myself will take a new branch from the top of a tall cedar tree. I will break off one of its small fresh branches. Then I will plant it on the top of a high mountain. 23I will plant it on a high mountain in Israel. There it will grow and make branches and fruit. It will become a beautiful cedar tree. Many kinds of birds will live under the tree's branches. They will be safe in its shadow. 24Then all the trees of the forest will know that I am the Lord. I cause tall trees to fall down. I cause small trees to grow tall. I cause green trees to become dry. I cause dry trees to make fresh leaves. I, the Lord, have said this and I will surely do it.” ’

- Adam Clarke Bible Commentary · v. 22I will also take of the highest branch of the high cedar - I will raise up another monarchy, which shall come in the line of David, namely, the Messiah; who shall appear as a tender plant, as to his incarnation; but he shall be high and eminent; his Church, the royal city, the highest and purest ever seen on the face of the earth.Read the comment
- Barnes’ Notes on the Bible · v. 22A contrast between the dealings of Nebuchadnezzar and of Yahweh. Nebuchadnezzar “cut off,” Yahweh will “set up” the topshoot; Nebuchadnezzar “carried it into a land of traffic,” Yahweh will “plant it in the mountain of the height of Israel.” Nebuchadnezzar set his favorite as a “vine, lowly” though not poor, in the place where such trees as the humble “willow” grow and thrive. Yahweh‘s favorite is like the “lofty cedar, eminent upon a high mountain.” The…Read the comment
- Matthew Henry Concise Commentary · v. 22-24Verses 22-24 The unbelief of man shall not make the promise of God of none effect. The parable of a tree, used in the threatening, is here presented in the promise. It appears only applicable to Jesus, the Son of David, the Messiah of God. The kingdom of Satan, which has borne so long, so large a sway, shall be broken, and the kingdom of Christ, which was looked upon with contempt, shall be established. Blessed be God, our Redeemer is seen even by the…Read the comment
- Tyndale Open Study Notes · v. 22-24The last part of the chapter changes the story. Now the Lord takes a branch from the cedar tree and plants it on Israel’s highest mountain. In the Old Testament, a tree often represents a royal family line. A new shoot (a small new branch) represents a new beginning (compare Isaiah 11:1). The judgment on the vine would not end the monarchy (the rule of kings). God would plant a new branch. This branch would grow into a greater cedar than the first one…Read the comment

I ... also--God opposes Himself to Nebuchadnezzar: "He took of the seed of the land and planted it (Eze 17:3, 5), so will I, but with better success than he had. The branch he plucked (Zedekiah) and planted, flourished but for a time, to perish at last; I will plant a scion of the same tree, the house…Read the comment
