Context of Ezekiel 17:22
20And I will spread my net upon him, and he shall be taken in my snare, and I will bring him to Babylon, and will enter into judgment with him there for his trespass that he hath trespassed against me. 21And all his fugitives in all his bands shall fall by the sword, and they that remain shall be scattered toward every wind: and ye shall know that I, Jehovah, have spoken it. Thus saith the Lord Jehovah: I will also take of the lofty top of the cedar, and will set it; I will crop off from the topmost of its young twigs a tender one, and I will plant it upon a high and lofty mountain: 23in the mountain of the height of Israel will I plant it; and it shall bring forth boughs, and bear fruit, and be a goodly cedar: and under it shall dwell all birds of every wing; in the shade of the branches thereof shall they dwell. 24And all the trees of the field shall know that I, Jehovah, have brought down the high tree, have exalted the low tree, have dried up the green tree, and have made the dry tree to flourish: I, Jehovah, have spoken and have done it.

- Adam Clarke Bible Commentary · v. 22I will also take of the highest branch of the high cedar - I will raise up another monarchy, which shall come in the line of David, namely, the Messiah; who shall appear as a tender plant, as to his incarnation; but he shall be high and eminent; his Church, the royal city, the highest and purest ever seen on the face of the earth.Read the comment
- Barnes’ Notes on the Bible · v. 22A contrast between the dealings of Nebuchadnezzar and of Yahweh. Nebuchadnezzar “cut off,” Yahweh will “set up” the topshoot; Nebuchadnezzar “carried it into a land of traffic,” Yahweh will “plant it in the mountain of the height of Israel.” Nebuchadnezzar set his favorite as a “vine, lowly” though not poor, in the place where such trees as the humble “willow” grow and thrive. Yahweh‘s favorite is like the “lofty cedar, eminent upon a high mountain.” The…Read the comment
- Matthew Henry Concise Commentary · v. 22-24Verses 22-24 The unbelief of man shall not make the promise of God of none effect. The parable of a tree, used in the threatening, is here presented in the promise. It appears only applicable to Jesus, the Son of David, the Messiah of God. The kingdom of Satan, which has borne so long, so large a sway, shall be broken, and the kingdom of Christ, which was looked upon with contempt, shall be established. Blessed be God, our Redeemer is seen even by the…Read the comment
- Tyndale Open Study Notes · v. 22-24The last part of the chapter changes the story. Now the Lord takes a branch from the cedar tree and plants it on Israel’s highest mountain. In the Old Testament, a tree often represents a royal family line. A new shoot (a small new branch) represents a new beginning (compare Isaiah 11:1). The judgment on the vine would not end the monarchy (the rule of kings). God would plant a new branch. This branch would grow into a greater cedar than the first one…Read the comment

I ... also--God opposes Himself to Nebuchadnezzar: "He took of the seed of the land and planted it (Eze 17:3, 5), so will I, but with better success than he had. The branch he plucked (Zedekiah) and planted, flourished but for a time, to perish at last; I will plant a scion of the same tree, the house…Read the comment
