Context of Jeremiah 23:5
3I myself will bring back together all my people who are still alive. I will fetch them from the countries where I have sent them. I will bring them back to the land that is their home. They will give birth to many children and they will grow in number. 4I will choose rulers for them who will truly take care of them. My people will no longer be afraid. They will all be safe.’ That is what the Lord says. The Lord says, ‘The time will come when I do this: I will cause a descendant of David to be born. He will be righteous. He will grow like a branch on the tree of David's family. He will rule as king in a wise way. He will do what is right and fair in the land. 6While he rules, the people of Judah will be safe. And Israel's people will live in peace. People will give this name to him: “The Lord is our righteous Saviour.” ’ 7The Lord says, ‘Yes, a new time will come. When people make a promise, they will not say, “I promise to do this as surely as the Lord lives, who brought the Israelites safely out of Egypt.”

- Adam Clarke Bible Commentary · v. 5I will raise unto David a righteous Branch - As there has been no age, from the Babylonish captivity to the destruction of Jerusalem by the Romans, in which such a state of prosperity existed, and no king or governor who could answer at all to the character here given, the passage has been understood to refer to our blessed Lord, Jesus Christ, who was a branch out of the stem of Jesse; a righteous king; by the power of his Spirit and influence of his…Read the comment
- Barnes’ Notes on the Bible · v. 5Even with the temporal kingship abolished, David‘s mercies are still sure. A righteous Branch - Or, sprout, germ (see Isaiah 4:2 note). The sprout is that in which the root springs up and grows, and which, if it be destroyed, makes the root perish also. And a king shall reign - Rather, and he shall reign as king. David‘s family is to be dethroned (temporally), that it may reign gloriously (spiritually). But compare Jeremiah 33:17, note; Jeremiah 33:25…Read the comment

As Messianic prophecy extended over many years in which many political changes took place in harmony with these, it displayed its riches by a variety more effective than if it had been manifested all at once. As the moral condition of the Jews required in each instance, so Messiah was exhibited in a corresponding phase, thus becoming more and more the soul of the nation's life: so that He is represented as the antitypical Israel (Is 49:3). unto…Read the comment
