Context of Deuteronomy 32:28
26I wanted to remove my people completely, so that nobody would ever remember them. 27But then their enemies would boast. They would not understand. They would say, “We have destroyed these people with our own strength! The Lord has not done this!” ’ Israel is a nation without wisdom. They do not understand what will happen to them. 29If they were wise, they would understand. They would know what would happen to them in the end. 30One man can chase away 1,000 of my people! Two men can chase away 10,000 of them! How can that happen? God, their strong Rock, has left them. The Lord has given their enemies power over them.

- Matthew Henry Concise Commentary · v. 26-38Verses 26-38 The idolatry and rebellions of Israel deserved, and the justice of God seemed to demand, that they should be rooted out. But He spared Israel, and continues them still to be living witnesses of the truth of the Bible, and to silence unbelievers. They are preserved for wise and holy purposes and the prophecies give us some idea what those purposes are. The Lord will never disgrace the throne of his glory. It is great wisdom, and will help much…Read the comment

Israel's promise was in a song of witness that Moses composed under divine inspiration (31:19–22). Israel probably sang the song during a regular covenant-renewal ceremony (31:21). They invoked upon themselves the covenant's judgments and reminded themselves of its promises.Read the comment
