Context of Deuteronomy 32:28
26I said, I would scatter them into corners, I would make the remembrance of them to cease from among men: 27Were it not that I feared the wrath of the enemy, lest their adversaries should behave themselves strangely, and lest they should say, Our hand is high, And Yhwh hath not done all this. For they are a nation void of counsel, neither is there any understanding in them. 29O that they were wise, that they understood this, that they would consider their latter end! 30How should one chase a thousand, and two put ten thousand to flight, except their Rock had sold them, And Yhwh had shut them up?

- Matthew Henry Concise Commentary · v. 26-38Verses 26-38 The idolatry and rebellions of Israel deserved, and the justice of God seemed to demand, that they should be rooted out. But He spared Israel, and continues them still to be living witnesses of the truth of the Bible, and to silence unbelievers. They are preserved for wise and holy purposes and the prophecies give us some idea what those purposes are. The Lord will never disgrace the throne of his glory. It is great wisdom, and will help much…Read the comment

Israel's promise was in a song of witness that Moses composed under divine inspiration (31:19–22). Israel probably sang the song during a regular covenant-renewal ceremony (31:21). They invoked upon themselves the covenant's judgments and reminded themselves of its promises.Read the comment
