Context of Daniel 7:25
23The person that I had asked told me this: “The fourth animal shows that there will be a fourth kingdom on the earth. It will be different from all the other kingdoms. It will use its power to destroy the whole earth. It will stamp on everything and break them into pieces. 24The ten horns show that ten kings will rule that kingdom. After them, another king will come to rule. He will be different from the other kings. He will get power over three kings. He will insult the Most High God. He will be cruel to God's holy people. He will try to change the days for God's festivals and the laws about them. God's people will be under his power for three and a half times. 26Then God's court will be ready to judge him. He will lose his authority to rule as king. That will be the end of his kingdom for ever! 27Then the holy people who belong to the Most High God will receive authority to rule as kings. They will have authority over all the kingdoms of the earth and all their great power. The kingdom of the Most High God will continue for ever. All rulers will serve him and obey him.”

- Adam Clarke Bible Commentary · v. 25He shall speak great words against the Most High - Sermones quasi Deus loquetur; "He shall speak as if he were God." So St. Jerome quotes from Symmachus. To none can this apply so well or so fully as to the popes of Rome. They have assumed infallibility, which belongs only to God. They profess to forgive sins, which belongs only to God. They profess to open and shut heaven, which belongs only to God. They profess to be higher than all the kings of the…Read the comment

This explanation embraces the remainder of the chapter; and as the whole subject appeared difficult and momentous to Daniel before the explanation, so it may be said to be in many respects difficult, and in all respects momentous still. It is a question on which expositors of the Scriptures are by no…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 2525. Three attributes of Antichrist are specified: (1) The highest worldly wisdom and civilization. (2) The uniting of the whole civilized world under his dominion. (3) Atheism, antitheism, and autotheism in its fullest development (1Jo 2:22). Therefore, not only is power taken from the fourth beast, as in the case of the other three, but God destroys it and the world power in general by a final judgment.
