Context of 2 Kings 13:7
5The Lord sent a leader to rescue Israel from Syria's power. So the Israelites lived safely in their own homes, as they had done before this time. 6But the Israelites still did not turn away from the sins that Jeroboam and his family had done. Jeroboam had caused the Israelites to do bad things, and they still continued to do them. There were still Asherah poles that people worshipped in Samaria. The king of Syria had destroyed most of Jehoahaz's army. All that remained were: 50 soldiers that rode horses. 10 chariots. 10,000 other soldiers. The king of Syria completely destroyed all the rest of the army. Only dust remained! 8The other things that happened while Jehoahaz was king are written in a book. The book is called ‘The history of Israel's kings’. It tells about all the things that Jehoahaz used his power to do. 9Jehoahaz died and they buried him beside his ancestors in Samaria. His son Jehoash became king after him.

- Barnes’ Notes on the Bible · v. 7The meaning is that “he, the king of Syria” (2 Kings 13:4 Hazael) limited the standing army of Jehoahaz. Like the dust by threshing - An expression not only employed metaphorically, and importing defeat, conquest, and grinding oppression Jeremiah 51:33; Micah 4:12, but implying also the literal use of threshing-instruments in the execution of prisoners of war (marginal reference, and compare 2 Samuel 12:31).Read the comment

- Jamieson–Fausset–Brown Commentary · v. 77. made them like the dust in threshing--Threshing in the East is performed in the open air upon a level plot of ground, daubed over with a covering to prevent, as much as possible, the earth, sand, or gravel from rising; a great quantity of them all, notwithstanding this precaution, must unavoidably be taken up with the grain; at the same time the straw is shattered to pieces.
