Context of 1 Kings 9:13
11After this, he gave 20 towns in Galilee to Hiram, the king of Tyre. Solomon did this because Hiram had given him all that he needed for the work. Hiram had given him cedar wood, pine wood and gold. 12So Hiram left Tyre and he went to Galilee, to see the towns that Solomon had given to him. But Hiram was not happy with them. He said to Solomon, ‘My friend, you have given me some useless towns!’ Hiram called that region ‘Kabul Land’. It still has that name today. 14Hiram had sent to King Solomon about 4,000 kilograms of gold. 15Solomon made people work on the buildings for him. This is how he used them to build the Lord's temple, the king's palace, the Millo and the wall around Jerusalem. They also did work on the towns called Hazor, Megiddo and Gezer.

- Adam Clarke Bible Commentary · v. 13Called them the land of Cabul - Whether this epithet was given to this land by Hiram as a mark of disapprobation, or what is its proper meaning, the learned are not agreed. That there was a country of this name in the promised land in the time of Joshua, is evident enough from Joshua 19:27, as it was one part of the boundary of the tribe of Asher; hence some interpret the word border or boundary, and so, the Septuagint understood it, for they have…Read the comment
- Barnes’ Notes on the Bible · v. 13Cabul is said to be a Phoenician word, and signified “displeasing” (see margin). There is some reason to believe that the cities thus despised by Hiram were restored to Solomon 2 Chronicles 8:2, and that Solomon rebuilt them and colonized them with Israelites.Read the comment
- Matthew Henry Concise Commentary · v. 10-14Verses 10-14 Solomon gave Hiram twenty cities. Hiram did not like them. If Solomon would gratify him, let it be in his own element, by becoming his partner in trade, as he did. See how the providence of God suits this earth to the various tempers of men, and the dispositions of men to the earth, and all for the good of mankind in general.Read the comment
- Tyndale Open Study Notes · v. 10-14Solomon made a business deal with King Hiram, trading wheat and olive oil for timber and gold (1 Kings 5:10–11). When Solomon owed Hiram, he gave him twenty towns in Galilee as payment. However, Hiram was unhappy with the towns and returned them to Solomon (see 2 Chronicles 8:2). The two friends agreed on other compensation and continued as allies and trading partners (1 Kings 9:26–28; 10:22).Read the comment
