Context of 1 Kings 9:12
10Solomon was building the Lord's temple and the king's palace for 20 years. 11After this, he gave 20 towns in Galilee to Hiram, the king of Tyre. Solomon did this because Hiram had given him all that he needed for the work. Hiram had given him cedar wood, pine wood and gold. So Hiram left Tyre and he went to Galilee, to see the towns that Solomon had given to him. But Hiram was not happy with them. 13He said to Solomon, ‘My friend, you have given me some useless towns!’ Hiram called that region ‘Kabul Land’. It still has that name today. 14Hiram had sent to King Solomon about 4,000 kilograms of gold.

- Barnes’ Notes on the Bible · v. 12They pleased him not - It is a reasonable conjecture that, when a question arose with respect to a cession of land, Hiram had cast his eyes on the bay or harbour of Acco, or Ptolemais, and was therefore the more disappointed when he received an inland tract of mountain territory.Read the comment
- Matthew Henry Concise Commentary · v. 10-14Verses 10-14 Solomon gave Hiram twenty cities. Hiram did not like them. If Solomon would gratify him, let it be in his own element, by becoming his partner in trade, as he did. See how the providence of God suits this earth to the various tempers of men, and the dispositions of men to the earth, and all for the good of mankind in general.Read the comment
- Tyndale Open Study Notes · v. 10-14Solomon made a business deal with King Hiram, trading wheat and olive oil for timber and gold (1 Kings 5:10–11). When Solomon owed Hiram, he gave him twenty towns in Galilee as payment. However, Hiram was unhappy with the towns and returned them to Solomon (see 2 Chronicles 8:2). The two friends agreed on other compensation and continued as allies and trading partners (1 Kings 9:26–28; 10:22).Read the comment
