Context of 1 Kings 9:12
10It took Solomon twenty years to build the Lord’s Temple and his own royal palace. At the end of that time, 11he gave twenty towns in the land of Galilee to King Hiram of Tyre. (Hiram had previously provided all the cedar and cypress timber and gold that Solomon had requested.) But when Hiram came from Tyre to see the towns Solomon had given him, he was not at all pleased with them. 13“What kind of towns are these, my brother?” he asked. So Hiram called that area Cabul (which means “worthless”), as it is still known today. 14Nevertheless, Hiram paid Solomon 9,000 pounds of gold.

- Barnes’ Notes on the Bible · v. 12They pleased him not - It is a reasonable conjecture that, when a question arose with respect to a cession of land, Hiram had cast his eyes on the bay or harbour of Acco, or Ptolemais, and was therefore the more disappointed when he received an inland tract of mountain territory.Read the comment
- Matthew Henry Concise Commentary · v. 10-14Verses 10-14 Solomon gave Hiram twenty cities. Hiram did not like them. If Solomon would gratify him, let it be in his own element, by becoming his partner in trade, as he did. See how the providence of God suits this earth to the various tempers of men, and the dispositions of men to the earth, and all for the good of mankind in general.Read the comment
- Tyndale Open Study Notes · v. 10-14Solomon made a business deal with King Hiram, trading wheat and olive oil for timber and gold (1 Kings 5:10–11). When Solomon owed Hiram, he gave him twenty towns in Galilee as payment. However, Hiram was unhappy with the towns and returned them to Solomon (see 2 Chronicles 8:2). The two friends agreed on other compensation and continued as allies and trading partners (1 Kings 9:26–28; 10:22).Read the comment
