Context of 1 Kings 9:12
10Now at the end of 20 years during which Solomon had built the two houses—Adonai’s House and the royal palace— 11since King Hiram of Tyre had furnished Solomon with cedar and cypress logs and with gold for all his desire—in return King Solomon gave Hiram 20 cities in the land of Galilee. So Hiram came out from Tyre to see the cities that Solomon had given him, but he was not pleased with them. 13He said, “What are these cities that you’ve given me, my brother?” So they have been called the land of Kabul to this day. 14(Hiram had also sent to the king 120 talents of gold.)

- Barnes’ Notes on the Bible · v. 12They pleased him not - It is a reasonable conjecture that, when a question arose with respect to a cession of land, Hiram had cast his eyes on the bay or harbour of Acco, or Ptolemais, and was therefore the more disappointed when he received an inland tract of mountain territory.Read the comment
- Matthew Henry Concise Commentary · v. 10-14Verses 10-14 Solomon gave Hiram twenty cities. Hiram did not like them. If Solomon would gratify him, let it be in his own element, by becoming his partner in trade, as he did. See how the providence of God suits this earth to the various tempers of men, and the dispositions of men to the earth, and all for the good of mankind in general.Read the comment
- Tyndale Open Study Notes · v. 10-14Solomon made a business deal with King Hiram, trading wheat and olive oil for timber and gold (1 Kings 5:10–11). When Solomon owed Hiram, he gave him twenty towns in Galilee as payment. However, Hiram was unhappy with the towns and returned them to Solomon (see 2 Chronicles 8:2). The two friends agreed on other compensation and continued as allies and trading partners (1 Kings 9:26–28; 10:22).Read the comment
