Context of Isaiah 40:11
9O Zion, that bringest glad tidings, get thee up into a high mountain; O Jerusalem, that bringest glad tidings, lift up thy voice with strength: lift it up, be not afraid; say unto the cities of Judah, Behold your God! 10Behold, the Lord Jehovah will come with might, and his arm shall rule for him; behold, his reward is with him, and his recompence before him. He will feed his flock like a shepherd: he will gather the lambs with his arm, and carry them in his bosom; he will gently lead those that give suck. 12Who hath measured the waters in the hollow of his hand, and meted out the heavens with [his] span, and grasped the dust of the earth in a measure, and weighed the mountains in a balance, and the hills in scales? 13Who hath directed the Spirit of Jehovah, and, [as] his counsellor, hath taught him?

Commentaries on Isaiah 40:11
- Adam Clarke Bible Commentary · v. 11Shall gently lead those that are with young "The nursing ewes shall he gently lead" - A beautiful image, expressing, with the utmost propriety as well as elegance, the tender attention of the shepherd to his flock. That the greatest care in driving the cattle in regard to the dams and their young was necessary, appears clearly from Jacob's apology to his brother Esau, Genesis 33:13; : "The flocks and the herds giving suck to their young are with me; and…Read the comment
- Barnes’ Notes on the Bible · v. 11He shall feed his flock - In the previous verse, the fact had been asserted that God would come to subdue his foes, and to reward his people. In this verse, the mild and gentle character of his government over his people is predicted. It would not be that of a conqueror over vanquished subjects; but it would be mild and tender, like that of a shepherd who carries the lambs, which are unable to walk, in his own arms, and gently leads along the feeble and…Read the comment

As Israel was "carried from the womb" (that is, in its earliest days) (Is 63:9, 11, 12; Psa 77:20), so it shall be in "old age" (that is, its latter days) (Is 46:3, 4). gently lead--as a thoughtful shepherd…Read the comment
