Context of Revelation 6:7
5When he opened the third seal, I heard the third living creature say, “Come!” And I looked, and there was a black horse. Its rider held a set of scales in his hand. 6Then I heard something like a voice among the four living creatures say, “A quart of wheat for a denarius, and three quarts of barley for a denarius, but do not harm the oil and the wine.” When he opened the fourth seal, I heard the voice of the fourth living creature say, “Come!” 8And I looked, and there was a pale green horse. Its rider was named Death, and Hades was following after him. They were given authority over a fourth of the earth, to kill by the sword, by famine, by plague, and by the wild animals of the earth. 9When he opened the fifth seal, I saw under the altar the souls of those who had been slaughtered because of the word of God and the testimony they had given.

See the notes at Revelation 15:7. As in the other cases, there does not appear to have been any particular reason why the fourth of the living creatures should have made this proclamation rather than either of the others. It was poetic and appropriate to represent each one in his turn as making proclamation. Come and see…Read the comment
- Tyndale Open Study Notes · v. 7-8When the fourth seal is opened, a terrifying horse appears. In the ancient world, a pale green color was used to show the color of a dead body. Hades: In Greek thought, Hades was the underworld for spirits without bodies. The Hebrew concept of Sheol, the place of the dead (1 Samuel 28:15), was similar. The death of one-fourth of the people on earth shows that the final judgment has not yet come (contrast Revelation 6:16–17). This set of four woes (sword…Read the comment
